Job Description


The State Director maintains and helps administer the high quality competency-based generic BSN degree program in the state and provides leadership, education and marketing support for all WGU nursing programs delivered in the state. The State Director works cooperatively with the Chief Nursing Officer and Nursing Department staff to assist in the creation and implementation of departmental goals and strategies.


Responsibilities:


Internal Operations



  • Conducts regular and ongoing evaluation of program to ensure that quality standards are maintained

  • Provides regular and ongoing evaluation of student retention, satisfaction, and competency attainment.

  • Recruits and hires faculty.

  • Provides clinical teaching support and oversight for the Clinical Instructors and Clinical Coaches.

  • Establishes reasonable and objective performance expectations for Clinical Instructors and Clinical Coaches. Provides appropriate motivational support and initiates corrective action when indicated

  • Provides direct contact for students residing in in the state that are seeking admission or are admitted into generic BSN program including leading admission selection process

  • Serves as the contact person for Clinical Instructors when student issues occur within the clinical settings

  • Identifies and contracts with Clinical Lab facilities to support student clinicals in collaboration with the National Lab and Simulation Director

  • Collaborates with Operations Coordinator and Nursing Administrative Assistant to improve systems for students.

  • Oversees clinical placement for skills and simulations as well as clinical rotations in collaboration with the Prelicensure Scheduler.

  • Facilitates student progression and develops individual student plans in collaboration with the Program Manager for Prelicensure Mentoring as needed.

  • Ensures enrollment projections are established and facilitates enrollment in collaboration with WGU Health Professions enrollment team.

  • Participates in development and administration of Departmental Budget

  • Participates in curriculum development, evaluation and revision activities for all nursing programs.

  • Participates in state and national accreditation activities.


External Relations



  • Meets with liaisons from clinical agencies at least once a year to maintaincollaborative partnerships.

  • Meets all Board of Nursing documentation and meeting requirements and any otheraccreditation or approval requirements for the state.

  • Represents the WGU Nursing programs to external constituencies as called upon incollaboration with WGU field representatives.

  • Represents the WGU Nursing programs to state-based nursing organizations routinely(Deans and Directors meetings, Workforce meetings, Nursing Leadership meetings, etc.)

  • Recruits and engages healthcare organizations in marketing partnerships incollaboration with WGU field representatives

  • Recruits and facilitates contracting with new clinical sites.

  • Provides leadership to Nursing program committees and work groups as assigned.

  • Other duties as assigned


Required Skills

  • Masters degree in Nursing from an accredited college or university, doctorate preferred.

  • Current and unencumbered State Registered Nurse license required.

  • At least one years experience in academic and/or industry leadership

  • Strong track record of performance as a manager or administrator

  • Minimum of three years experience teaching in pre or post-licensure nursing programs

  • Minimum of three years experience as a registered nursing with at least two of these years providing direct patient care

  • Established professional nursing network at state and/or national levels

  • Excellent communication and collaboration skills

  • Experience with integrated technology systems and tools

  • Proven record of success in working with adult students, assessment of learning outcomes, student advisement and distance education.


Required Experience

Approval requirements for the Texas Board of Nursing:


Each professional nursing education program shall be administered by a qualified individual who is accountable for the planning, implementation, and evaluation of the professional nursing education program. The dean or director shall:



  1. hold a current license or privilege to practice as a registered nurse in the state of Texas;

  2. hold a master's degree or a doctoral degree in nursing;

  3. hold a doctoral degree, if administering a baccalaureate or master's degree program;

  4. have a minimum of three (3) years teaching experience in a professional nursing education program;

  5. have demonstrated knowledge, skills, and abilities in administration within a professional nursing education program; and

  6. not carry a teaching load of more than three (3) clock hours per week if required to teach.


When the dean/director of the program changes, the dean/director shall submit to the Board office written notification of the change indicating the final date of employment.



  • A new Dean/Director/Coordinator Qualification Form shall be submitted to the Board office by the governing entity for approval prior to the appointment of a new dean/director or interim dean/director in an existing program or a new professional nursing education program according to Board Education Guideline 3.4.1.a. Approval Process for a New Dean/Director/Coordinator or New Interim/Dean/Director/Coordinator.

  • A curriculum vitae and all official transcripts for the proposed new dean/director shall be submitted with the new Dean/Director/Coordinator Qualification Form according to Board Education Guideline 3.4.1.a.

  • If an interim dean/director is appointed to fill the position, this appointment shall not exceed one (1) year.

  • In a fully approved professional nursing education program, other qualifications may be considered if there is supporting evidence that the candidate has the competencies to fulfill the responsibilities.


A newly appointed dean/director or interim dean/director of a professional nursing education program shall attend the next scheduled education workshop provided by the Board related to the education rules and the role and responsibilities of newly appointed deans/directors.

The dean/director shall have the authority to direct the professional nursing education program in all its phases, including approval of teaching staff, selection of appropriate clinical sites, admission, progression, probation, dismissal of students, and enforcement of student policies. Additional responsibilities include, but are not limited to:



  • providing evidence of faculty expertise and knowledge to teach curriculum content;

  • verifying students' completion of program requirements;

  • completing and submitting the Texas Board of Nursing Affidavit of Graduation; and

  • completing and submitting the NEPIS and CANEP by the required dates.


The dean or director of the nursing program shall notify Board Staff immediately when there is a change in the name of the professional nursing education program or the governing entity, or when there are changes in the contact information.
