The Deputy Associate Director-Clinical, Nursing/Patient Care Services (DADNPCS), Nurse IV is a professional nurse who applies current leadership, management and performance improvement concepts and participates in developing and implementing strategies to address opportunities for improving the quality of care delivered to patients within the Service and Medical Center.
This position is a member of the facility Nurse Executive Leadership Team. The DADNPCS will be the primary assistant to the Associate Director, Nursing/Patient Care Services (ADNPCS) and the one individual who will provide continuity with the Executive Leadership group in the absence of the ADNPCS on Nursing, Pharmacy and Chaplain issues and ancillary service areas. Position requires experienced individual with strong managerial and leadership skills through collaboration with the ADNPCS. The incumbent will make policy determinations and implement practices and strategies that promote optimum patient care outcomes. The incumbent shares the responsibility for developing and supporting the strategic direction of the Medical Center and the operation plan by monitoring and evaluating quality patient care and critical operational fiscal indicators. The incumbent receives broad and general supervision by senior leadership, with wide latitude for use of individual judgment and independent action to make decisions and resolve operational and clinical problems as reason dictates. The senior leadership team is always involved in significant policy decisions; however, they look to the incumbent to complete all necessary staff work leading up to the final decision. Senior leadership is apprised of all significant actions by the incumbent, even though in many cases this occurs after the fact. Thus, in this environment the incumbent must be extremely knowledgeable and trustworthy to be able to effectively perform with this broad delegation of responsibility and authority. Actions taken and decisions made by the incumbent are supported and guided by Public Laws, VAH directives, OPM regulations, Executive Orders, VA General Council, local policies/procedures and an extensive knowledge of the economic, ethical, legal and professional standards and practices.
The DADNPCS uses quality data, e.g. staffing effectiveness, to design delivery models, ensure budgetary responsibility, and evaluate staffing levels that will meet the needs of the Veteran patient.
The DADNPCS will work effectively with the Associate Chief Nurses (ACNS) and Nurse Managers to assure clinical oversight as well as to provide essential support for planning and implementing appropriate resource utilization and distribution. Assigned areas of responsibility include Nursing Service of over 1,400 FTE, including all Inpatient beds/Wards, ED, Dialysis, Admission Center/Bed Control, Case Management Program, CBOC's, Pharmacy and Chaplain. She/he will be available to support the ongoing needs of patients and staff across all services and eleven offsite locations. The DADNPCS will assist with leading the service in assuring that customer service standards and VHA performance measures are met. She/he will be a primary advocate for employee satisfaction and take the lead in facilitating Magnet Nursing principles in support of clinical oversight to move nursing towards system redesign. The DADNPCS will function as the strategic planning coordinator and coordinate activities for external accreditations and other duties as assigned.
The incumbent establishes and maintains collegial relationships within the community, VISN and nationally as a positive representative of the Nursing profession and the VAGLAHS. The DADNPCS will have a strong working relationship with all members of senior management. In the absence of the Associate Director Nursing/Patient Care Services, the DADNPCS is the voice and conscience at the VAGLAHS. The DADNPCS has the authority and responsibility for decision making in the absence of the Associate Director, Nursing/Patient Care Services. The DADNPCS has shared responsibility with the Associate Director Nursing/Patient Care Services 24 hours a day.

Qualifications & Evaluations
BASIC REQUIREMENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Full unrestricted Licensure, Certification, or Registration required Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia .
EDUCATION/EXPERIENCE REQUIREMENTS: Masters Degree in Nursing (MSN) or a Masters or a Doctoral Degree in a related field, with a BSN degree in Nursing, with evidence of experience in the ambulatory care setting. Competency in Program and/or Administration Management
Preferred Experience:
Advanced computer literacy proficiency with the use of Microsoft Office programs or comparable word processing, spreadsheet and graphic software and the ability to learn new programs specific to the VA
GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.
